Trends in the 2014 public safety construction market

After a 2% decline in 2014, public safety construction is expected to return to 2% growth in 2015, with construction management-at-risk and design-build arrangements increasing.

According to the U.S. Department of Justice Federal Prison System Fiscal Year 2014 Congressional Budget Report, inmate overcrowding continues to be a major concern and challenge for the Federal Bureau of Prisons, with system-wide crowding at 37% over rated capacity. Likewise, a report from the Congressional Research Service notes that since Fiscal Year 1980, the federal prison population has increased by nearly 5,900 inmates each year on average.

Public-private partnerships (P3s) are expected to increase to overcome shortfalls in public financing. In addition, the private prison industry is growing at a rate of 30% per year with private corporations now operating 5% of the 5,000 prisons and jails in the United States.
