As outlined in the first sentence of Sec. 640.45, “Where accessible to the public, flexible cords and cables laid or run on the ground or on the floor shall be covered with approved nonconductive mats.” As noted in the last sentence of this same section of the NEC, “The cover requirements of 300.5 shall not apply to wiring protected by burial.”
