As outlined in the Informational Note of Sec. 310.10(E), the primary purpose(s) of shielding of solid dielectric insulated conductors operated at over 2,000V in permanent installations are “to carry ground-fault current to facilitate the operation of ground-fault protective devices (in the event of an electrical cable fault), to confine the voltage stresses to the insulation, to dissipate insulation leakage current, and to drain off the capacitive charging current.”
