Hint: Sun-damaged circuits
The jacket on these Class 2 cables installed outdoors is so dry, brittle, and cracked that it is literally falling off the cables. Section 725.3(L) requires Class 2 cables installed in corrosive, damp, or wet locations to comply with the applicable requirements as specified in Sections 110.11, 300.5(B), 300.6, 300.9, and 310.10(F). Section 300.6 requires cable sheathing to be made of materials suitable for the environment where they are installed. These cables do not appear to be made of a material that is listed or identified as being sunlight resistant as specified in Sec. 300.6(C)(1). I assume the conductors inside the jacket, which are now exposed directly to the sun, are not sunlight resistant either. The only good news is the black cable tie used to secure these cable does appear to be sunlight resistant.
In addition, Sec. 110.11 prohibits conductors from being located in damp or wet locations where exposed to liquids or other agents having a deteriorating effect on the conductors.
