Answer: True

Explanation: A change in the 2017 NEC to the definition of Accessible, Readily in Art. 100 added the word "other than keys" to make it clear that a key is not considered a tool. A new Informational Note was also added explaining the use of keys is a common practice to control who has access to electrical equipment.
