What’s Wrong Here? Hint: Busted Boardwalk Receptacle

Hint: Busted boardwalk receptacle        

I spotted this installation on the side of a boardwalk crossing a small pond. For 125V and 250V, 15A and 20A receptacles installed in wet locations, Sec. 406.9(B)(1) requires a weatherproof enclosure to be used. Weather-resistant (WR) type receptacles must be used in this location too. This enclosure may have been weatherproofed when originally installed, but the missing cover means it is no longer weatherproof. The broken cover creates a violation of Sec. 110.12(B) as the missing and damaged parts adversely affect the safe operation of this equipment. I was not able to verify if GFCI protection was provided for these receptacles, but Sec. 210.8(B)(4) requires GFCI protection to be provided. I don’t know what the blue and red conductors dangling beneath the boardwalk are for, but they were not connected to this receptacle circuit.
