Hint: Corrosion of Code-conformity.
When this electrical equipment was originally installed, it probably looked shiny and new. Now, it is rusted, corroded, and falling into disrepair.
The box installed beneath the two disconnect switches is severely rusted and I tend to doubt it would be capable of providing a low impedance ground-fault current path as required by Sec. 250.4(A)(5). The missing cover for that rusty box is a violation of Sec. 314.25.
Section 300.6 requires “raceways, cable trays, cablebus, auxiliary gutters, cable armor, boxes, cable sheathing, cabinets, enclosures (other than surrounding fences and walls), elbows, couplings, fittings, supports, and support hardware” to be made of “materials suitable for the environment in which they are to be installed.” Apparently, some of the metal items here were not suitable for the environment as rust has eaten away much of the metal parts. Perhaps stainless steel or nonmetallic equipment may have been a better option here.
