Hint: a bad ballfield installation
See the answer below.
I spotted this installation while watching a little league baseball game. There are not many, if any, good things to share about this installation. The receptacles are not weather resistant (WR) type as required by Sec. 406.9(B)(1). The broken covers violate Sec. 110.12(B) since they no longer provide any protection from snow, rain and moisture in general. Wet receptacles can create a shock and fire hazard. Any covers installed for 15A or 20A, 125V or 250V receptacles installed in wet locations must create an enclosure that is weatherproof, whether or not an attachment plug is inserted. This could be a typical “bubble cover” style commonly used. The cable connectors used on the UF cable are NM cable connectors and are not suitable for use in this wet location. Section 300.15 requires fittings, such as cable connectors, to be listed for wet locations when installed in wet locations.
