California Relaunches ISEF Program with $30.5M for Small Fleets on October 21, 2025
The Innovative Small E-Fleet (ISEF) set-aside under California’s Clean Truck and Bus Voucher Incentive Project (HVIP) is scheduled to reopen on October 21, 2025, offering $30.5 million in incentives designed to help small fleet operators adopt zero-emission vehicles.
With ISEF, small fleets (20 or fewer vehicles and under $15 million annual revenue) can access enhanced vouchers for zero-emission vehicle rentals, leases, truck-sharing, and other flexible agreements.
CARB has released Appendix F of the Fiscal Year 2024-25 Implementation Manual, detailing all program updates that take effect on September 22, 2025.
Program Updates & Requirements
Key new policies include:

“Purchase Plus” option, which allows combining a straight vehicle purchase with pre-approved additional services (when HVIP is closed)

Fleets using residential addresses must submit a commercial use letter with voucher requests

A limit of five ISEF innovative vouchers per fleet per funding cycle

Businesses must be registered with the California Secretary of State for at least one year (though exceptions may apply)
